Among the contract requirements are periodic inspections of your apartments. You have the right to be present during the PHA inspections and will be given time to correct any items that do not meet HUD housing quality standards. Once the lease is in effect, the PHA is required to perform an annual inspection of the apartment. If your tenant or you want the apartment inspected between the annual inspections, a special inspection can be requested.
Inspection supervisors perform quality-control inspections on a random basis to make sure inspectors are adequately performing their job. When your tenant moves out, you or your tenant can request an inspection to determine if there is damage to the apartment beyond normal wear and tear. Owners can also expect annual inspections, and may also receive inspections as the result of a specific complaint or an audit. In most cases, owners will be alerted in advance of their inspection time and date, though they may not get much advance notice if the inspection is related to significant health or safety issues.
Inspections will generally either be conducted by an inspector from the local public housing authority, or an outside firm that the PHA has hired. In addition, inspection intervals may be shorter or longer in some areas than in others. For instance, in San Diego, many units are only inspected every two years. As an owner, preparing for an upcoming Section 8 inspection is essential, however, if an owner is careful about regular maintenance and upkeep, not much may need to be done for the specific inspection.
In general, owners should make sure that any broken building components inside their Section 8 units are fully repaired, but, most importantly, owners need to ensure that any major health and safety hazards are addressed. Bathrooms: presence of flush toilet in a closed room, fixed wash basin, and presence of tub or shower. In addition to any areas on this list, inspectors may cite properties for other hazards, so regardless if something is on this list, if it is potentially dangerous, it should be taken care of as quickly as possible. General home Windows: Window panes must be present, weathertight when closed, and absent any signs of deterioration such as cracking. All windows must have screens. All ground floor windows must have locks.
Electrical: Bedrooms, dining rooms, and living rooms must each have two electrical outlets with cover plates, or one outlet plus a permanently installed ceiling or wall light fixture. Bathrooms and kitchen must each have at least one electrical outlet with a cover plate and one functioning light fixture. Must have up-to-date wiring and panels free of electrical hazards. Doors: Must be lockable and adhere to local fire safety codes consult your local fire inspector or zoning department for your jurisdiction's safety and fire codes.
Elevators and stairs: All elevators, stairs, and railings must be secure and in safe working order. Ceiling and walls: Must be free of peeling paint, large cracks, holes, or signs of potential hazardous damage. HUD inspections are required to evaluate a residence based on 13 requirements. Although the inspector must report on those requirements, he is also expected to use good judgment when reporting possible hazards.
Conversely, if a possible hazard would only be a danger in the presence of children, the inspector may decide to omit it.
