You can still place larger rocks on top of the sand if you want to add some textures for your Axolotl, but it is not necessary. A small clay flower pot turned on its side works great, or if you want something fancier you can purchase an aquarium castle. If your plants fit that bill then they will be just fine to use in your aquarium.
